Prior to a U.S.Embassy interview, the K1 Applicant would have already received the NOA2 notice of action approval letter from the National Visa Center followed by a Case number created by the Department of foreign affairs.

There is no set order on which comes first as many have done it both ways some complete the online DS-160 nonimmigrant visa application first then pay the nonimmigrant visa application fee next or vise Versa.
